A very competent exploration of the reasons for the creation of a navy of "samples" as the world fumbled towards the manner in which a practical naval vessel powered by steam could replace the wooden sailing warship. There is a good deal of exploration of the efforts of other European navies trying their own ideas. A necessary part of any pre-Dreadnought library. The book is well illustrated with several interesting deck plans.
