They are presented by the Welsh Books Council to the best books published during the preceding show more calendar year in each of three awards categories, one English-language and two Welsh-language. Their purpose is "[to raise] the standard of children's and young people's books and to encourage the buying and reading of good books." There is no restriction to fiction or prose.

The awards are named for Tír na nÓg, the "Land of the Young", an otherworldly realm in Irish mythology.

The English-language award honours one book with an "authentic Welsh background" whose original language is English. The English-language award is sponsored by the Cymru-Wales division of the Chartered Institute of Library and Information Professionals (CILIP/Wales), and is presented at that association's annual conference in May.

Since 1987 there have been two Welsh-language awards, Fiction and Nonfiction awards, 1987-2005, and Primary Sector and Secondary Sector awards since 2006. They are presented at the annual Urdd National Eisteddfod, recently during the first week of June.

The English award has been withheld on seven occasions, in 1980, 1982, 1985, 1989, 1990, 1991 and 1993. The Welsh award has been withheld once, in 1985. All three awards have been conferred every year since 1994.
